Why windows have this kind of positioning in a residential building?

I not too long ago visited a residential residence, and noticed that the home windows on adjoining flooring differ of their positioning i.e. in a single ground, the home windows are adjoining, which on the opposite one, they’ve some hole b/w them.

My query being – why isn't all of it the identical throughout all flooring?
