Help with Old Column Schedule

I perceive how the schedule tells me the situation and sort of the columns, however how does it inform me the T/O and U/S positions relative to the constructing's elevations. I assumed it may need one thing to do with these three- and four-digit numbers alongside every column's size, however I can't reconcile these values with what’s visually represented within the schedule.
